The Problem

Victoria Park serves a wide range of users—from local communities and cultural institutions to city leaders and large-scale event operators. Competing priorities, unclear trade-offs, and abstract planning tools made it difficult for stakeholders to align around a shared vision for the park’s future.

The Solution
Commissioned by Bloomberg Philanthropies, Noble designed and led a series of immersive wayfinding and placemaking workshops to support long-term planning for Victoria Park. Participants worked with large-format maps, scenario cards, and 3D-printed physical and digital interventions to respond to different patterns of park use—daily recreation, peak events, emergencies, and future growth. Through facilitated games and collaborative exercises, stakeholders were able to test ideas, prioritize interventions, and understand trade-offs from multiple perspectives. These activities fostered empathy, built trust across sectors, and resulted in clear consensus around spatial priorities, wayfinding strategies, and phased interventions—grounded in real user needs rather than abstract policy goals.
